St. Thomas has yet to adopt bylaws governing e-bikes

St Thomas Canada has no specific rules for electric bikes. But Provincial laws do apply. 

Even though provincial legislation views e-bikes as more similar to bicycles than motorcycles, operators can still be charged under the Criminal Code of Canada – specifically for impaired driving.
